CLIP CLIP Truck The Community Life Improvement Program (CLIP) is an anti-blight initiative created in 2002 by the office of City Councilwoman Joan Krajewski (D-6) and the City's Managing Director's Office. CLIP focuses on quality of life issues that affect the well-being of Philadelphia's neighborhoods.
